Numera kan vi betala m\u00e5nga olika tj\u00e4nster via sms i mobilen. Ibland f\u00e5r man d\u00e5 betala en extra avgift vid sms-betalning. Men en extra avgift f\u00f6r ett visst betalningss\u00e4tt \u00e4r inte till\u00e5ten, anser b\u00e5de Finansinspektionen och Konsumentverket. De h\u00e4nvisar till den nya Betaltj\u00e4nstlagen, samma lag som f\u00f6rbjuder extra avgift vid kortbetalning.<\/strong><\/p>\n Selecta, som har varuautomater p\u00e5 m\u00e5nga st\u00e4llen, bland annat i Stockholms tunnelbana. D\u00e4r erbjuder Selecta sina kunder att betala k\u00f6pet via sms. Men d\u00e5 tillkommer en avgift p\u00e5 tre kronor f\u00f6r varje betalning.<\/p>\n Betalning av p-biljetter via sms erbjuds av flera f\u00f6retag, till exempel Easypark och Mobill. Men f\u00f6r den tj\u00e4nsten f\u00e5r den som betalar via Easypark ett p\u00e5slag p\u00e5 25 procent, hos Mobill 23 procent. F\u00f6retagen har inga egna parkeringar, utan f\u00f6rmedlar bara p-avgifterna.<\/p>\n – Det \u00e4r inte r\u00e4tt att ta extra betalt bara f\u00f6r att kunden betalar via sms, s\u00e4ger Anders D\u00f6lling, enhetschef p\u00e5 r\u00e4ttsavdelningen vid Konsumentverket, KoV. Han h\u00e4nvisar till den nya Betaltj\u00e4nstlagen, som kom i somras. Det \u00e4r samma lag som f\u00f6rbjuder extra avgift vid kortbetalning.<\/p>\n Han f\u00e5r medh\u00e5ll fr\u00e5n Finansinspektionen, FI, den \u00f6vervakande myndigheten f\u00f6r den nya lagen.<\/p>\n – Inget betalningss\u00e4tt f\u00e5r diskrimineras kostnadsm\u00e4ssigt. Det inneb\u00e4r att betalningsmottagaren inte f\u00e5r ta ut en extra avgift bara f\u00f6r att ett visst betalningss\u00e4tt anv\u00e4nds, f\u00f6rklarar Johan Terfelt, jurist vid FI.<\/p>\n – Vi anlitar ett externt f\u00f6retag f\u00f6r att f\u00f6rmedla betalningar via sms, ber\u00e4ttar Catherine Sahlgren, VD Selecta Norden. Det \u00e4r ett extra s\u00e4ker och snabb form, som kallas premium-sms. De tre kronorna extra \u00e4r kostnaden f\u00f6r den tj\u00e4nsten. Det r\u00e4knar vi som en trafikavgift, s\u00e4ger hon.<\/p>\n – Det spelar ingen roll, anser Anders D\u00f6lling, KoV. Rent juridiskt \u00e4r ink\u00f6pet ett avtal mellan kunden och Selecta, och inget betalningss\u00e4tt f\u00e5r diskrimineras. V\u00e4ljer Selecta att anlita en mellanhand \u00e4r det deras sak.<\/p>\n Samma sak g\u00e4ller p-avgifterna. En sms-betalning f\u00e5r inte ha en extra avgift som inte finns d\u00e5 man betalar p\u00e5 annat s\u00e4tt. Men s\u00e5 \u00e4r det, exempelvis i Stockholm.<\/p>\n – Det h\u00e4r \u00e4r en nyhet f\u00f6r mig, s\u00e4ger Jan Prestberg, projektledare vid Stockholms stads trafikkontor. Vi har detta som en extratj\u00e4nst f\u00f6r v\u00e5ra kunder. Den anv\u00e4nds inte s\u00e5 mycket, kanske f\u00f6r att det upplevs som kr\u00e5ngligt eller att kostnaden k\u00e4nns f\u00f6r h\u00f6g.
